The Program procures professional services by requesting proposals from interested parties. The procurement process is typically open to all interested parties and does not require prequalification.

The Program procures equipment and contracts for construction services through a bidding process. In some cases, the bidding process is open to all interested parties. In the case of restoration or habitat construction services, contractors must be prequalified before their bids will be considered.

Some bidding opportunities require that contractors become prequalified before submitting bids. Prequalification ensures that contractors that submit bids for a specific project have relevant experience and appropriate equipment and resources.
